At a national mortgage lender, leaders request promotions and transfers but never see compensation. Here is how CloudApper enforces pay-band caps, out-of-band attestation and FLSA flags at the moment of submission inside UKG Pro, while Senior Leadership, Team Relations and People Analytics still review every change.
Promotion pay-band rules in UKG Pro are easiest to enforce at the moment a leader submits the request, before a non-compliant raise ever reaches the central HR queue. The difficulty is that the leader making the request often should not see the compensation data the rule depends on. CloudApper addresses that by putting a rules engine inside the leader’s UKG Pro session, so leaders can make the decision while the band table stays out of view.
A national mortgage lender with about 9,000 team members shows why this matters. Leaders reshape teams constantly, from single promotions to stand-ups of more than a hundred people, and every change is subject to SOX. Leaders request changes; a central Team Member Services team makes them in UKG Pro after approval. As that team’s lead described the current intake, “We’ve been doing this process that we’ve been doing since like 2017, when we integrated with UKG… We make it work. Right. But we want something that’s a little bit more streamlined and easier on our team and more efficient.”
Delegating the Decision Without Delegating the Data
The lender’s rules are specific. A promotion for someone below the band can carry an increase of up to 15%, capped at the band floor. At or above the band, the cap is 5%. Anything outside the band needs an attested pre-approval and Senior Leadership review, FLSA classification changes are flagged, and a new title containing “Director” adds an approval from the Chief People Officer.
Compensation, meanwhile, is visible only to Team Relations, Senior Leadership and People Analytics. The leader who starts the request never sees it, which sets this apart from role-based wage progression on promotion, where the rule and the rate are both in plain view.
“If we want compensation but we don’t want everyone to see it, we only want certain leader levels, can you control all of that?”

When intake runs through spreadsheets and email, those rules get checked after the fact, by people re-keying requests and spotting problems late. The earlier piece on manager self-service and the SOX delegation matrix covers who approves. This one is about what the request is allowed to contain in the first place.

Moving Enforcement to the Point of Request
CloudApper’s approach is a leader portal built on the CloudApper AI Platform for UKG and embedded in UKG Pro through CloudApper AI for UKG Personalization, reached with the single sign-on leaders already use. Forms read org levels, job history and, only for permitted roles, compensation from UKG Pro. The rules engine applies the 15% and 5% band logic, requires attestation for out-of-band requests, flags FLSA changes and adds the CPO step for Director titles at submission. A request that breaks a rule is caught before it reaches the central queue.
The same rules apply to every record in a bulk upload, which matters when a reorganization moves dozens of people at once, the same pattern behind applying position defaults to weekly job transfers.
“Is there a capability to have mass team member movement? So select 10 team members at one time and move them all to a different leader.”

Nothing skips review. Requests still route through Senior Leadership, Team Relations and People Analytics, and approved changes are written back to UKG Pro through CloudApper iPaaS for UKG, with field-level before and after values in the audit log. The compensation team keeps ownership of the band rules, so a change to a cap is a configuration update it can review, rather than a new instruction leaders have to remember.

The Takeaway for Compensation and HRIS Leaders
Regulated employers can let leaders drive job changes without opening the pay table to them, as long as the rules travel with the form. Enforcing bands at submission keeps the central team as the final check and gives auditors one consistent record per change.
“One of our like company goals this year is to reduce vendor spend so that’s why I want to get that ballpark estimate of like what would this look like before we kind of move forward.”

That cost pressure is one reason CloudApper builds the layer inside UKG Pro rather than as another destination system.
