A small municipal transit agency carries obligations that a larger employer would spread across a department. The same few people who onboard bus operators and run payroll also own a state wage notice program and a federal drug and alcohol testing program. The CloudApper AI Platform for UKG builds the layer that keeps both running from inside UKG Ready.

A Notice Before Every Pay Change

Under Minnesota’s wage theft law, as the state Department of Labor and Industry describes it, an employer gives written notice of changes to pay terms before they take effect and keeps a signed copy on file. The notice covers rate of pay, basis of pay, allowances, deductions, benefits, PTO terms and scheduled hours. In a unionized workforce, every step increase creates another, as in pay rate change acknowledgments. The administration lead described the paper path: “So, we get the file, we give it to the employee. Somewhere along the lines, it needs to be printed out because we have to put signatures on it and then it has to be reattached in UKG.”

Finding the document later depends on habit, as the HR and compliance administrator explained:

Deliver faster HR services by extending UKG with AI.

“Our previous practice was that we would put the date that we had the wage notice… because if we ever need to sort by date, that always seemed to be the easiest way to find documents.”

A file name kept by habit is a fragile record whenever the person who remembers the convention is out.

Notices Triggered by the HR Action

CloudApper listens for pay-affecting HR action changes in UKG Ready through CloudApper iPaaS for UKG. It generates the notice as a PDF in the agency’s approved layout with the mandated fields, emails it to the employee, and writes a copy back to the employee documents folder, so the audit copy sits where payroll already looks. A retroactive correction then has its notice in the same file as the pay record. Union notices also carry agreement language, which the compliance administrator named as a requirement:

Streamline HR service delivery without replacing UKG.

“I do want a disclaimer… based on the CBA… I think we’re going to have to add that terms of use… because that is part of the wage theft notice.”

HR and Compliance Administrator, municipal public transit agency

CloudApper AI for UKG Personalization adds that section, building on union and CBA rule configuration in UKG. Every seven days it reminds active employees who have not returned a signed copy, and it stops once the signed upload appears in the documents folder under the agreed name.

The Monthly Draw Should Not Depend on Who Is Available

Federal Transit Administration rules require random drug and alcohol selections from safety-sensitive positions, detailed test records, and an annual summary on the prescribed MIS form under 49 CFR Part 655. Someone has to run the draw every month, exclude anyone on leave, and keep records that export cleanly.

CloudApper’s randomizer reads the active safety-sensitive pool from UKG Ready safety categories and cost centers, removes employees on leave, and produces separate alcohol and drug lists with prefilled order forms. Results are recorded in structured dropdowns, with no free text, and the export matches the MIS report columns. The selection no longer depends on which staff member happens to be available that month, in line with labor law rules enforced inside UKG.

The monthly draw reads the safety-sensitive pool, excludes leave, produces lists and order forms, and supports MIS export.

For HR and compliance leaders at small public agencies, the takeaway is that two regulated programs stay manageable when each starts from an event UKG Ready already records, produces a document in the right format, and files it in the employee record. CloudApper extends UKG Ready to do that without adding to the team’s workload.

If wage notices or testing records at your agency still depend on templates and memory, the CloudApper team can show how the process would run on top of UKG.
